The Communications, Steel and Aviation Industries Division was formed in 1981 under the Public Enterprise Group and thereunder the HM Treasury Domestic Economy Sector.

The Division was responsible for managing economic policy towards the following nationalised bodies and industries: Post Office telecommunications role; British Steel Corporation; British Airways Board; British Airways Authority; Civil Aviation Authority; Local Authority Airports; other civil aviation services and Cable and Wireless.

Two sibling divisions existed under the Public Enterprise Group: Energy Division covering nationalised energy industries, North Sea oil and energy policy; Transport Industries and General Policy Division covering nationalised transport industries, ports and nationalised industries general policy.
