This series contains records of the European Community Group, European Community Divisions 1 and 2, of HM Treasury (CBAR prefix files).

These records document the involvement of HM Treasury in negotiations surrounding the UK rebate from the European Community and reports concerning the restructuring of the Community budget and also the development of the Common Agricultural Policy (CAP).

The Mandate given to the European Commission on 30 May 1980 called for a review of the operation and funding of European Community policies, including agricultural policy and, specifically, the UK's contribution to the Community budget.

The CBAR series prefix denotes 'Community Budget Agreement and Restructuring'.

The European Community Divisions 1 and 2 were created in 1981 under the European Community Group and there under the Overseas Finance Sector of the HM Treasury.

European Community Division 1 (EC1) was concerned with EC monetary questions including: Development of the European Monetary Scheme (EMS); EC credit facilities; EC Monetary Committee; European Investment Bank; Reform of EC policies and budget; implementation of agreement reducing UK's net contribution.

European Community Division 2 (EC2) was concerned with the European Community (EC) Budget; budgetary aspects of EC policies; Own Resource System of financing the budget; coordination of work on EC economic policy including preparations for EC financial ministers' meetings; coordination of HM Treasury's response to interests of Parliament in EC matters and enlargement of the EC.
