Administrative / biographical background:

The General Aid Division was created in 1981 under the Aid and Export Finance Group and thereunder the Overseas Finance Sector of HM Treasury. The Aid and Export Finance Group fleetingly had two other divisions: the Export Finance Division and the Oil and Overseas Services Division. However, by 1984 this had reduced to a single Aid and Overseas Services Division (AEF1). The Group seems to have lasted at least until 1997.
