Administrative / biographical background:

Responsibility for merchant shipping was transferred from the Board of Trade to the Ministry of Shipping following the outbreak of war in 1939 and two years later was then absorbed within the new Ministry of War Transport.

After 1946 it remained with the peacetime Ministry of Transport until 1965 when it was restored to the Board of Trade.
