This series contains files of the ministries of Transport, the Ministry of Transport and Civil Aviation and the Ministry of War Transport. They relate to a wide range of national and international shipping policy matters including: emigration to the Commonwealth and the colonies; refugees; passenger and freight services, including those of Northern Ireland and Scotland; shipbuilding and repair; the registration and sale of ships abroad; sea fishing and whaling; negotiations on a fixed Channel Link; the Central Commission of the Rhine, 1946 to 1947; the Beira negotiations, 1948 to 1950; the Pan-African Transport Conference, 1949 to 1950; economic policy matters such as subsidising the British shipping industry; government involvement in British shipping companies, particularly the Cunard Steamship Co Ltd; and shipping legislation.

The series contains files registered under two different systems. Piece numbers 1 to 230 were raised by the Ministry of Transport, using a numerical series. Pieces 231-327, raised by the Ministry of Transport and Civil Aviation, follow a theme system.
