The Ministry of Health Social Service Association, a joint Committee approved by the Ministry and the Departmental Whitley Council,was founded in 1934 to assist persons in the distressed areas. The area selected for this operation was Crook Town, a mining community in County Durham. Capital grants were made available by the National Council of Social Services for the establishment of various Centres, the MHSSA being responsible for maintenance costs and the wardens' salaries.

The expansion of post-war years and the prosperity created by full employment contributed to a decline in the interest and support of the Departmental staff in the experiment and the Association was wound up on 30 June 1950.
