Administrative / biographical background:

The International Union for the Protection of New Plant Varieties (UPOV) derived from the International Convention for the Protection of New Varieties of Plants, and consisted of the UK and seven other European countries who signed the convention. The broad effect of the convention was that each member state would undertake to grant plant breeders rights to persons domiciled or having registered offices in other member states.
