The Apple and Pear Development Council was established by the Ministry of Agriculture, Fisheries and Food as a statutory body by the Apple and Pear Development Council Order 1966, under the provisions of the Industrial Organisation and Development Act 1947. The council's role was to promote the production and marketing of standard apple and pear products. This was achieved through the use of better defined trade descriptions, enforcing more consistency in their use, and by research into the marketing, distribution and consumption of the English and Welsh apple and pear industries' products. The council also promoted apples and pears in the home and export markets and collected statistics on the industry.

The membership of the council represented growers (ten, later twelve members of the council), growers' employees (three members), and distributors and marketing interests (three members). There were also three independent members whose brief was to represent other interested parties, including consumers. The members of the council were all appointed by the Minister of Agriculture, Fisheries and Food.

The council was dissolved by the Apple and Pear Development Council Dissolution Order 1989.
