Administrative / biographical background:

The Trade and Industry (TI) Division was formed in 1938. In 1957 the TI Division took over responsibility for civil aviation matters from Defence (Policy and Materiel) Division, except those concerning development or production, at government expense, of aircraft and aero engines.

In 1958 some of TI's work was taken over by Home and Overseas Planning Staff (HOPS) Division, and as a consequence, it was merged with the Agriculture and Food (AF) Division to form the Agriculture, Trade and Transport (AT) Division. At the same time, scientific work was transferred to a new Division, the Arts, Science and Lands (AS) Division.
