Administrative / biographical background:

In 1989 nine Regional Water Authorities (WRA) in England and Wales were merged to create the National Rivers Authority (NRA). All the assets and staff of the WRAs were divided between the newly privatised water companies, who took over responsibility for the water supply, sewerage and sewerage disposal. The remaining obligations became the responsibility of the newly created National Rivers Authority.

In 1996 the newly created Environment Agency took over the roles and responsibilities of the NRA.
