The Central Policy Review Staff was established by prime minister Edward Heath shortly after forming his new administration in 1970. Heath selected Lord Rothschild as the Chairman of the Review Staff, and Rothschild was given a fairly free hand in setting the staff up.

The Central Policy Review Staff advised ministers collectively on major issues of policy of an interdepartmental or strategic nature.
