This series covers projects and programmes specifically designed to enable CABE to understand, influence and develop the skills of those whose work has a direct impact upon design quality, in particular public sector clients and the built environment professionals working with them.

It includes an overview of the development of CABE's dedicated skills programme, which was established in 2003 in response to the challenges set out in the government's Sustainable Communities Plan. As illustration of the team's work the series also includes papers relating to the development of two of the higher profile learning programmes managed as part of this programme: the CABE urban design summer school and the CABE Space leaders programme.

In addition, where a formal evaluation report was written at the end of a project to draw out lessons to inform future skills work, these have also been included. Decisions leading to the establishment of a discrete programme and its subsequent strategic development, will be found in the Commission Committee and Board papers.

The main skills covered are: urban design, planning, procurement, building management, public space management and maintenance, and project management. This series brings together general evaluations of those programmes of enabling work as they relate to skills development and management and organisational issues that have a direct impact on outcomes in the built and natural environment. The large number of local authority clients CABE worked with in its enabling function means that skills issues within local authorities is covered extensively.
