The Northleach and Witney Railway was proposed to commence at a junction with the proposed Cheltenham and Northleach Railway at a road between Northleach and Stow near Polly Farm, Glos and to follow a route via Signett, Brize Norton and Curbridge, terminating at a junction with the authorised Witney Railway at Coggs Brook in the parish of Witney, Oxon. The railway's promoters deposited a bill in parliament but it met with objections and failed in the committee stage.

The papers probably originate from the main petitioner against that bill, the Great Western Railway Company.
