Section 3 of the Motor Car Act, 1903, required drivers of motor cars to be licensed from 1st January 1904. The responsibility for issuing licences was placed upon the councils of the Counties and County Boroughs in which the applicants lived. During the period of these registers licences were issued by a section of the Town Clerk's Department. |
