Administrative / biographical background:

The Council was formed in 1909 as the Liverpool Council of Voluntary Aid. It's aim was to act as co-ordinating body - "to form a centre of communication between approved charitable and benevolent institutions working in the city, and also between them and the Poor Law and other public authorities ...", to prevent "over-lapping" between organisations and to be "a repository of accurate information about voluntary effort in Liverpool". From May 1933 the Council was re-named the Liverpool Council of Social Service.
