Administrative / biographical background:

The local government of Hastings was reformed under the Municipal Corporations Act 1835 and a municipal borough constituted. The authority before 1835 was called the Mayor, Jurats and Commonalty of the Town and Port of Hastings; it is called Hastings Corporation in this catalogue and its records at ESRO are under reference HAS. The reconstituted authority is here called Hastings Borough Council. The Public Health Act 1848 was adopted in 1851 and the Borough Council acted as the Local Board of Health and, from 1873, the Urban Sanitary Authority. In 1889 Hastings was declared, in 1889, a county borough for certain purposes under the Local Government Act of 1888 . The county borough's boundaries were extended in 1897 and 1936. From April 1974, under the Local Government Act 1972, the county borough was replaced by Hastings Borough Council, a district within the Administrative County of East Sussex; that title, as for 1835-1889, is used here.
