Administrative / biographical background: |
Under the National Health Service Act, 1946, Executive Councils of the Ministry of Health were constituted in 1948 for each local health authority, that is, for each county and county borough. They were responsible for liaising with medical practitioners, dentists, opticians and pharmacists for the provision of their services and replaced the Insurance Committees set up under the National Insurance Act, 1911, created to administer medical, sanatorium and sickness benefits for insured persons. Following the National Health Service Reorganisation Act, 1973, each Area Health Authority set up a Family Practitioner Committee in 1974, and as from 1 April in that year the functions of the old Executive Councils were transferred to them. In 1984/85 Family Practitioner Committees were given autonomy from the Area Health Authorities and, with their own funding and powers, were responsible for administering the provision of services provided by the medical professionals. Barnsley Family Health Services Authority (FSHA) succeeded the Family Practitioner Committee on 17 September 1990 and continued for six years until further reorganisation within the National Health Service combined FHSAs with district Health Authorities. The thus created new Barnsley Health Authority first met on 1 April 1996. |
