Description:

These are records of the Secretary's Office of the Board of Inland Revenue and they consist mostly of registered files of Establishments Division.

The records relate to the recruitment, grading, pay etc. of staff and to organizational matters. There are also a number of files containing papers of departmental committees including those of the New Taxation Committee 1920 to 1925, Whitley Councils and the Departmental Council.

In addition the series includes files concerning select committees and the Ritson and Fulton Committees. It also contains files handling correspondence between the department and the Parliamentary Commissioner for Administration from 1967 to 1973.

Administrative / biographical background:

The primary responsibilities of the Establishments Division were to advise the board on major questions of departmental and branch structure; to keep the department properly staffed, housed and equipped to do its job; and to ensure that arrangements in the branches for organising the work and for training and managing the staff were well devised and were working as they should. The Establishments Division formed part of the Secretaries' Office until 1975 when a major reorganization took place within the Department and Establishments Division was absorbed into the newly created Management Divisions.
