Administrative / biographical background:

Duties on post-horses and on certain carriages were imposed in 1779 by 19 George III cap.51 and placed under the management of the Board of Stamps. An Act of the following year (20 George III cap.51) amended the duties. In 1783 23 George III cap.63 again amended these duties and imposed further duties on stage-coaches. All these duties were amended by 25 George III cap.51. Because of widespread evasion of the post-horse duties the Treasury obtained powers in 1787 under 27 George III cap.26 to let these duties to farm.
