The Commission was appointed by Royal Warrant on 28 April 1949, under the chairmanship of the Rt Hon. Henry Willink MC, KC.

The Commission's terms of reference were 'to inquire into the existing law and practice thereunder relating to lotteries, betting and gaming, with particular reference to the developments which have taken place since the report of the Royal Commission on Lotteries and Betting in 1933, and to report what changes, if any, are desirable and practicable'. The report of the Commission was published in March 1951 (Cmd. 8190), and forms the first piece in this series.
