The Departmental Committee on Experiments on Animals was appointed on 23 May 1963 by the Home Secretary, Henry Brooke, under the chairmanship of Sir Sydney Littlewood.

The terms of reference were: "To consider the present control over experiments on living animals, and to consider whether, and if so what, changes are desirable in the law or its administration." The Report of the Committee (Cmnd 2641) was published in April 1965.
