Administrative / biographical background:

A temporary wooden structure, designed by Sir Edwin Lutyens, was erected in Whitehall in 1919, for the peace celebrations following the end of the First World War. A permanent structure in Portland stone, also designed by Lutyens, replaced it on the same site the following year.
