Newcastle to Cumberland, enclosing a note from Bentinck describing the financial distress of the Dutch republic SP 87/24/25]. The Dutch do not understand that money can only be voted by parliament. A private loan not practical. He fears the Dutch will be unable to pay their share for the [30,000] Russians. The French are in similar distress and there may be a chance for an end to the war.
