Trevor has been instructed to negotiate with the elector of Cologne for 8,000 troops, and the lords of the council urge Cumberland to conclude the convention for a body of Flemish troops. 3,000 Austrian recruits have been raised, who could replace and make available the formed troops in Luxembourg.
