Administrative / biographical background:

The war room network, consisting of the Home Security War Room and regional war rooms, was operational on the outbreak of war and, though designed to transmit news of attack to the centre in the shortest time, the network was used to report such matters as wartime interruptions on the railways or the breaking adrift of barrage balloons which might affect the civil population over wide areas. Regional war rooms, from information received from group and control centres, sent reports to the Home Security War Room which were digested by intelligence staff into twice-daily summaries and daily and weekly appraisals of raids and damage for the use of the ministry, the regions and other departments.
