Administrative / biographical background:

The Civil Defence Research Committee was set up in May 1939 by the Lord Privy Seal to advise on the formulation and execution of the programmes of research and experiment under the Air Raid Precautions Department. Later several sub-committees and panels were formed to study, consider, examine and determine different aspects of these programmes.
