[Adam Cardonnel to Under Secretary George Tilson]: difficulty of letters passing the Scheldt. They are alarmed at enemy movements in Brabant, and it is possible that the elector [of Bavaria] is laying siege to Brussels. Baggage and forage is being sent to Courtrai and Menin. The French have blocked the Scheldt in order to flood the country. The French king has issued a proclamation to recall all passports. The duke of Burgundy has issued papers for the king of Poland and the landgrave of Hesse. He is sending the convention for the exchange of prisoners by the ordinary post.
