Marlborough to Harley: he has met with the emperor [Joseph I], empresses, archduchesses and ministers, and finds them willing to prosecute the war, but not in good circumstances to do so. The elector Palatine wishes to increase his 7,000 troops in Dutch and English pay to 10,000. Marlborough offers to forward the queen's letter to the electress of Bavaria. The king of Prussia has recalled his troops from the upper Rhine, which makes it unlikely that Homburg will fall. Mr. [Henry] Saint-John [secretary at war] must be instructed to answer parliament on the allied quotas. Marlborough refers Harley to Sunderland and Stepney regarding the treaty with the Hungarians.
