Includes minutes and papers of the Colonial Economic and Development Council and detailed comments on the plan. Also includes an article from The Daily Gleaner of 25 October 1947, reporting on a speech by the Governor in which he answered criticisms of himself and the Executive Council, made by Mr Alexander Bustamante in his capacity as Minister for Communications. A later article of 30 October 1947 contains Mr Bustamante's response.
