Administrative / biographical background:

The Planning Division D was the creation of the Ministry of Housing and Local Government during the 1960s, but the prefix PD was not used until late 1970. Following the Department of the Environment's creation in 1970 branches of the Division changed from being denoted by a number to being denoted by a a letter. Following the reorganisation the Division comprised two branches PD1 and PD2. The functions of the branches were as follows:

PD1: Central unit for Environmental Planning. Review of Mobile Industry. Maritime Industrial Development Areas. Roads and ports policy.

PD2: Planning for Yorkshire and Humberside and South West Regions. Town development policy.

In late 1971 following a reorganisation of the Planning Divisions the number of branches were expanded to three, the functions of which were:

PD1: Regional planning policy and procedures. Regional implications of major planning issues. Population distribution Central Unit for Environmental Planning.

PD2: Planning for Yorkshire and Humberside and South West Regions. Town development policy

PD3: Constitution, organisation and functions of economic planning and boards. Economic Planning Board for East Anglia. Planning for East Anglia

Following a further reorganisation in 1972 the Planning Division D and its branches were abolished and the functions split between Regional Plans Directorate, Planning Regional Development Directorate, Yorkshire and Humberside and South West Regional Office, South East and East Directorate and East Anglia Economic Planning Board
