Administrative / biographical background:

The Headquarters Office of the department served the Advisory Council, and later the Research Council, and their committees. It gave effect to their decisions and conducted almost all the department's business other than scientific work and associated executive work falling to directors of research. When fully developed it was organised in six divisions, grouped in pairs under three directors: Establishment and Finance Divisions; Stations and Industry Divisions; and Grants and Information Divisions.
