Some of the files were re-registered from the OR prefix, which may have originated in Mintech's Regional and Industrial Services Division. The topics covered include industrial research, including hovercraft and marine technology. There are also papers that relate to the Chief Scientist's meetings. |

The EM series was raised by EM Division in 1967. Some files with the OR Prefix were re-registered into the EM series; these files may have originated in an earlier Regional and Industrial Services Division which had a Research and Development Contracts Branch. It would appear that in 1972, when the R Division was divided into the RC and RR Divisions, the EM prefix was discontinued. |

The External Research and Materials (EM) Division was created in 1967 in the Ministry of Technology (Mintech). In 1968 EM Division was replaced by the Research Planning (RP) Division. This new division was responsible for co-ordinating research requirements and evaluating these against the background of the Ministry's industrial policy and supply responsibilities. This included liaison with the Programmes Analysis Unit (PAU), the Department of Education and Science (DES), universities, research councils, the United Kingdom Atomic Energy Authority (AEA) and other government departments. In 1970 RP Division was transferred from Mintech to the Department of Trade and Industry. In 1971 RP Division was amalgamated with the Research Administration (RA) Division to form Research (R) Division. Additional functions included support for the Chief Scientist's meetings, Hovercraft research and Marine Technology. In 1972 R Division was itself divided into two sections: Research and Development Contractors (RC) Division and Research and Development Requirements (RR) Division. |
