The terms of reference of the European Advisory Commission were agreed at the Moscow Conference on 1 November 1943 whereby the Governments of the UK, USA and USSR were to establish a body made up of representatives of each with its seat in London, the presidency being rotated, to be served by a joint secretariat and assistance to be given where necessary by military and civilian advisers and experts.

The Commission was to make joint recommendations to the three Governments upon European questions connected with the termination of hostilities referred to it and in particular, to make detailed recommendations upon each of the European States with which any of the three powers were at war.

A preliminary meeting was held on 15 December 1943. Present were the Hon J G Winant and J D Beam for the USA, F T Gousev and A Sobolev for the USSR and Sir William Strang KCMG, CB, J G Ward and C D W O'Neill for the UK. The Commission was dissolved in September 1945.
