Description:

Board of Education papers concerning the administration of grant aid to non-provided secondary schools by Local Education Authorities which was recognised for the purposes of Deficiency Grant, and arrangements whereby the board paid grant direct to certain schools.

The 'Grant' files for English Local Education Authorities commenced as a separate series in 1921; those for Welsh authorities in 1924. The files record the anxieties of Local Education Authorities and school managers during the transitional period of adjustment to new conditions of grant aid, and the disallowance for grant purposes, under the Economy (Miscellaneous Provisions) Act 1926, of expenditure deemed to be extravagant.

After 1931 the files consist largely of standard application forms.

Administrative / biographical background:

The Board of Educations's policy expressed in Circulars 1230 (1921), 1259 (1922) and 1381 (1926) attempted to rationalise the payment of substantive and deficiency grant, as defined by Section 44 of the Education Act, 1918. Circular 1259 stated that either a substantive or a deficiency grant would be paid but not both, and in 1926 schools were required to choose between direct payment by the board or aid by the Local Education Authority.
