Encloses extract about behaviour of Russians learning navigation and treatment of Russian merchants by English customs. Describes Russian territorial ambitions. Encloses project for regulating the salutes of foreign ships and extract of letter from Goodfellow. Details of Russian shipping and fortification of Island of Kotlin by Captain Lane, an Englishman, for the Russians. Plans for its eventual development as a large port and problems of communications Route for canal found by Perry but unwilling to continue in Czar's service because of failure to pay salary. Encloses extract of project for extensive shipbuilding and trade by outside. Protest lodged by Whitworth against it enclosed. Launching of Poltava. Movements of the Czar.
