The Coal Products division was created in 1963 to operate the National Coal Board's coking, manufactured fuel, by-product and chemical works, and to oversee the board's interests in associated chemical companies and its participation in searching for and exploiting offshore resources of oil and natural gas. The National Coal Board (Additional Powers) Act 1966 gave the board express powers in this function. In 1973 the division was formed into NCB (Coal Products) Ltd.

NCB (Coal Products) Ltd was set up in 1973 from the Coal Products Division. It was given control of NCB (Exploration) Ltd, established in 1967, a wholly-owned subsidiary company, but in 1976 under the Petroleum and Submarine Pipelines Act 1975, the company was transferred to BNOC. NCB (Coal Products) Ltd was also the holding company for Thomas Ness Ltd, National Smokeless Fuels Ltd, and NCB (Hydrocarbons) Ltd. The group also included the board's part interests in subsidiary and associated companies in the coal products field.
