Five letters relating to the governor of Millbank Prison. A draft of a letter to the Inspectors of Millbank Prison relating to observations made by Thomas Duncombe with reference to the petition of Edward Baker against the governor of Millbank Prison, signature illegible; a letter to the Inspectors of Prisons from J R Groves, Governor of Millbank Prison, requesting a committee unconnected with the prison to make an inquiry into the charges against him; a note from the Home Office to Groves agreeing with his request; a letter from John Perry, Chaplain at Millbank Prison, describing Captain Grove's use of punishment; a report from prison inspectors, William Crawford, Whitworth Russell and John G Perry regarding the charges brought by Baker against Governor Grove.
