Administrative / biographical background:

Until April 1945 civil aviation was the responsibility of the Air Ministry. By the Ministry of Civil Aviation Act 1945 responsibility for the control of civil aviation was transferred to the new Ministry; then in October 1953 the Ministry was merged with the Ministry of Transport to form the Ministry of Transport and Civil Aviation. The function passed to the new Ministry of Aviation on its formation in October 1959.

Between July and December 1966 the civil aviation functions of the Ministry of Aviation were transferred to the Board of Trade, where a new Civil Aviation Department was set up. On the merger of the Board of Trade and the Ministry of Technology in October 1970 to form the Department of Trade and Industry, the new department took over all the Board of Trade's civil aviation functions.
