The Crown Suppliers Privatisation Unit (TCSPU) was set up within the PSA to facilitate the privatisation of The Crown Suppliers (TCS). At its privatisation, TCS included the following divisions: Product Supply and Services Division responsible for the design of own brand products and the sale of goods through the TCS catalogue; The Buying Agency responsible for procurement of materials and services; Transport Division providing a range of transport services including vehicle hire and the Interdepartmental Despatch Service; Finance Division responsible for financial policy and controls and Establishment Division responsible for personnel, training, secretarial and administrative functions.

TCSPU was probably established between 1985-1988; an exact date of creation cannot be determined. It was transferred to Property Holdings in 1990 as the 'vendor' body for TCS.
