Administrative / biographical background:

The establishment of a Commonwealth Youth Trust was suggested by officials of the Commonwealth Relations Office. A committee chaired by Sir Gerald Templer was appointed in February 1959 to investigate the practicability of the idea. The secretary was J H McEnery from the Cabinet Office. The committee's terms of reference were:

"To produce a report for ministers with advice as to the wisdom and practicability of the proposals for the establishment of a Commonwealth Youth Trust made in a memorandum by departmental officials, together with any recommendations which they might put forward".

The report of the committee was signed on 23 July 1959.
