Administrative / biographical background:

The Department of Energy and Climate Change (DECC) was created on 3 October 2008 to take over some of the energy policy functions of the Department for Business, Enterprise and Regulatory Reform (BERR) and some of the climate change mitigation policy functions of the Department for Environment, Food and Rural Affairs (DEFRA). DECC brought together much of the Climate Change Group of DEFRA with the Energy Group from BERR.

DECC's initial three stated overall objectives were to:

  • ensure our energy is secure, affordable and efficient;
  • bring about the transition to a low-carbon Britain;
  • achieve an international agreement on climate change at Copenhagen in December 2009.

On 14 July 2016, DECC was merged with the Department for Business, Innovation and Skills (BIS) to create the new Department for Business, Energy and Industrial Strategy (BEIS).
