The Department of Energy and Climate Change (DECC) was created on 3 October 2008 to take over some of the energy policy functions of the Department for Business, Enterprise and Regulatory Reform (BERR) and some of the climate change mitigation policy functions of the Department for Environment, Food and Rural Affairs (DEFRA). DECC brought together much of the Climate Change Group of DEFRA with the Energy Group from BERR. DECC's initial three stated overall objectives were to:
