Whenever a vacancy occurs in the House of Commons for any legal cause after the original issue of writs for a new parliament, a writ for a bye-election is issued out of Chancery by a warrant from the speaker, directed to the clerk of the Crown in Chancery, certifying that a vacancy has occurred. These volumes of warrants, which begin in 1694, are indexed according to the constituency to which the warrants refer. In addition a second index is usually provided, arranged on the basis of the circumstance under which a vacancy arose. |
