Politics and government: new session opening debate Feb. 3; J.R's speech praised but Palmerston's reply considered by Lord Normanby "feeble and laboured" (fs. 33-4) and by Lord Clarendon "not as able as I expected" (fs. 60-3). Ministry in decline; resignations and refusals to serve; "..... you must be occupied with many unpleasant matters" (Clarendon f. 23). New reform bill launched: comments from MPs and others - "..... it is replete with shortcomings" (G. Moffatt, fs. 101-2); Lord Clarendon considers the measures are not too strong to be accepted by parliament. Defeat and resignation of Russell ministry (Feb. 21) on Palmerston's amendment to the militia bill.
