This series contains policy and case files relating to the Finance division's general oversight of the board's expenditure incurring and revenue raising functions. It succeeds, and includes re-registered files from the yearly finance files in BT 15 The files illustrate the division's work which included the scrutiny of all proposals involving new expenditure or financial commitments; securing and giving authority for expenditure and exercising general control over approved expenditure; general oversight of the exercise of the Board of Trade's revenue earning powers; the preparation for submission to parliament of estimates, the appropriation account and trading accounts; the keeping of certain statutory accounts such as those in connection with bankruptcy estates and companies in liquidation; the financial arrangements with and the issue of monies to organisations financed wholly or partly by the Board of Trade, including grants and loans financed from the American Conditional Aid Funds, and, in certain cases, the preparation of statutory accounts relating to the monies issued; financial work in connection with the board's operations under the Local Employment Acts 1960 and 1963 and the government's participation in home and overseas trade exhibitions; supervision of financial aspects of the disposal of properties and residual stocks and other matters consequent upon the cessation of public trading and of the maintenance and disposal of former strategic stocks and the payment of wages and salaries of the board's staff and of expenses incurred by them and other departments in carrying out their official functions. The Finance Division F file series was a single numerical series in which each file was given a P, G or R suffix to denote that it contained policy decisions, general papers or papers containing background information. The series started in 1960 and ran in parallel with the yearly F series (files which were closed after one year and which had the year of registration as part of the file reference). The yearly F files are in BT 15. Some of the files in this series were re-registered from the yearly F series. Although supposedly closed in 1970 files in the series were added to by the Finance and Economic Appraisal Division and new parts were raised after that date. The series was replaced by a file series with the prefix EJ. |

With the creation of the Department of Trade and Industry (DTI) in 1970 the Finance Division was merged with the Finance and Economic Appraisal Division of the Ministry of Technology, and its functions were extended to include, for example, economic appraisal of departmental expenditure, sponsorship of the National Research Development Corporation and through the former Ministry of Technology's Programmes Analysis Unit, the provision of advice on the most effective use of Research and Development resources. |
