The submissions on Grimsby and Immingham, Lincs; London; the South Coast; and Cumberland (Barrow-in-Furness) have been selected as representative of the sixteen port areas which came under the National Dock Labour Scheme. The first survey into amenities for dock workers was carried out from 1948 to 1949 on behalf of the National Dock Labour Board (NDLB), to give the NDLB a general view of the nature and amount of amenities available to dock workers. The second (and more detailed) survey was carried out in 1966 following the report of the Committee of Inquiry into certain matters concerning the Port Transport Industry 1965 (Devlin Committee), and it was presented to the then Minister of Labour, the Rt Hon Ray Gunter MP. |
