Administrative / biographical background:

The Committee on Government Industrial Establishments (Mallabar Committee) was appointed by the Prime Minister under the chairmanship of John (later Sir John) Mallabar. Its purpose was to examine whether the existing organisation and systems of control and accountability in industrial establishments run by the Ministries of Defence and of Technology were causing impediments to efficiency, and to recommend how these impediments might be removed.

The committee's interim report on the Royal Ordnance factories was produced in June 1970, and the final report on the Royal Dockyards was completed in December 1970.

Following the change of government in 1970, the committee's terms of reference were expanded for the second stage of the inquiry to include consideration of whether the Ministry of Defence needed to maintain its own dockyards.
