Administrative / biographical background:

Prior to the creation of the Department of the Environment (DOE) in 1970, the Further Education Branch of the Department of Education and Science, and the LG 4 section of the Ministry of Housing and Local Government both had some sports responsibilities.

By 1971 (probably 1970) both sections had been amalgamated into the DOE as LG 2 which was responsible for the provision and improvement of sporting facilities. LG 2 did not last long and after 1972 the responsibility for sport moved around the DOE under a number of different titles, including the Sports Division in the DOE's Planning, Regional Development Directorate until 1974, then the Planning Sport and Countryside Directorate until 1977, the Sports Policy Division until 1980, and then the Sport and Recreation Directorate and/or Division.

In 1991 responsibility for sport transferred back to the Teachers' Pay and General Branch of the Department of Education and Science.
