Administrative / biographical background:

Prior to 1972, in both the Department of the Environment (DOE) and the Ministry of Housing and Local Government, the rate support grant was the responsibility of the Local Government Finance Division and in particular of Branch FIN 1. From 1972 to 1974 the distribution and payment of the rate support grant was carried out by the Finance Local Authorities Division.

The Finance Local Authority Grants Division was then established within the Local Government Finance Policy Directorate of the DOE. It was responsible for the distribution and payment of the rate support grant and dealt with related policy matters until 1980 when the division was dissolved.

The function then passed to a newly-created, combined Local Taxation and Grants Division, which continued to use the FLG prefix, in addition to FLT and its own, new FLTG prefix. In 1985 a Finance Local Authority Grants Division was re-established. The FLG prefix ended in 1989 and some aspects were continued in the FLAG series.
