Description:

This series comprises registered files which contain policy papers emanating from the Ministry of Housing and Local Government, the Ministry of Public Building and Works, and the Ministry of Transport, concerning the departmental reorganisation, which culminated in the creation of the Department of the Environment in 1970.

These policy papers concern the appointment of a Secretary of State for Local Government and Regional Planning following the abolition of the Department of Economic Affairs in 1969, and the corresponding drafts and miscellaneous papers prepared by the Machinery of Government Review on the possible merger of the three ministries.

Most of the series would appear to consist of copies of papers held by Sir David Serpell, Permanent Secretary of the Ministry of Transport, and Sir Matthew Stevenson, Permanent Secretary of the Ministry of Housing and Local Government.
