Administrative / biographical background:

The Directorate of Works at the Admiralty was created in the 1880s to draw up plans for the construction of buildings required by the Royal Navy, including, after 1910, the Royal Naval Air Service (RNAS). In 1918 the RNAS was merged in the Royal Air Force and responsibility for former Royal Naval Air Service establishments passed from the Admiralty to the Air Ministry. At the Air Ministry the construction and maintenance of Air Force buildings was the concern of the Directorate of Works and Buildings, which was renamed the Directorate of Works in 1937.
